When it was reproted that the Iranian Majlis had adopted or was considering a law requriing non-Muslims to wear special patches, Harper said that he couldn't vouch for the accuracy of the newspaper report, but he added that Iran was "capable" of such actions and quickly compared them to repression in Nazi Germany.
