The New York 15th District is the smallest in the country, and is historically centered on Harlem, with portions of the Upper West Side. Presently, it extends all the way to the western tip of Manhattan. This was Adam Clayton Powell's district.
Democrat Charles B. Rangel (hw) is the long-time incumbent. He is now Chairmman of the House Ways and Means Committee.
