Kyle Dustin Foggo

Until his resignation, Kyle Dustin "Dusty" Foggo was the Executive Director (#3 official) of the Central Intelligence Agency. Foggo was appointed executive director shortly after Porter J. Goss became DCIA in Autumn 2004. Foggo was forced to resign immediately after Porter J. Goss resigned. As of May 12, 2006 he was still a CIA employee but denied access to CIA offices.



After graduating from San Diego State University in 1977, Foggo worked as a police officer in San Diego; later he worked as an investigator for the Los Angeles district attorney's office. He joined the CIA in 1982. From 2001 to 2004, he was stationed in Frankfurt.


He is a close friend of Brent Wilkes, who was an unindicted co-conspirator associated with convicted corrupt former (California Republican) Representative Randy Cunningham, and Mr. Wilkes company may have been awarded a contract to support the CIA in Iraq. Cunningham pleaded guilty to accepting $2.4 million in bribes from Wilkes and others in return for federal contracts. Wilkes' nephew Joel Combs led a company with a multimillion-dollar contract to provide bottled water for the CIA's Iraqi office, a contract reissued through a local front company apparently in an efort to disguise the CIA connection. The CIA Inspector General and the FBI investigated of Foggo's ties to Wilkes, and he was indicted for bribery on Feb. 13, 2007.

On Friday, May 12, FBI agents and IRS agents searched Foggo's home and CIA office in McClean Virginia.

Washington, DC attorney William Hundley represents Foggo.
