The process was indeed, bullshit, as the outcome had already been decided. In France, newspapers translated Powell's statements about the invasion in the tense of the French language which is used to rationalize decisions already made - which is different from the tense used to ask for opinions, input and options.

Powell has since referred to the UN debacle as the low point of his career.
