Veterans Benefits, Health Care, and Information Technology Act of 2006
In late sessions and at the midnight hour, the 109th Congress passed legislation affecting VA benefits and health care.
The new law allows VA to issue regulations for veterans to obtain legal counsel to represent them in VA compensation cases (Title 1, section 101).
The new law also grants VA authority to write regulations for VA to guaranty Cooperative Housing loans using VA home loan benefits. (Title 5, section 501, Veterans Benefits, Health Care, and Information Technology Act of 2006)
Title 5, section 502, (subsection) section 8127 has been changed to include veteran owned small business incentives including participation goals and that VA will have a database of veteran owned small businesses
`(5) The Secretary shall make the database available to all Federal departments and agencies and shall notify each such department and agency of the availability of the database.
Further changes Title 4, section 601a
(8)(A) As a condition of a grant or contract under which funds are made available to a State in order to carry out section 4103A or 4104 of this title, the Secretary shall require the State to require each employee hired by the State who is assigned to perform the duties of a disabled veterans' outreach program specialist or a local veterans' employment representative under this chapter to satisfactorily complete training provided by the National Veterans' Employment and Training Services Institute during the three-year period that begins on the date on which the employee is so assigned. `(B) For any employee described in subparagraph (A) who does not complete such training during such period, the Secretary may reduce by an appropriate amount the amount made available to the State employing that employee.
