The highest court of appeal in criminal cases in Texas is the Texas Court of Criminal Appeals. It is notorious for ignoring the law to affirm convictions, including convictions in death penalty case. For example, one former police officer who now serves as a justice on that court appears to have a policy of affirming every conviction no matter what the circumstances. The U.S. Supreme Court has rebuked the Texas Court of Criminal Appeals more than once for its lawless behavior which partially explains why executions are so much more common in Texas than in other states.
