The Senate Committee on Veterans' Affairs is a standing committee created in 1970. It is an oversight, investigative, and legislative committee.

Jurisdiction

All proposed legislation, messages, petitions, memorials, and other matters relating to the following:

  • Compensation of veterans.
  • Life insurance issued by the Government on account of service in the Armed Forces.
  • National cemeteries.
  • Pensions of all wars of the United States, general and special.
  • Readjustment of servicemen to civil life.
  • Soldiers' and sailors' civil relief.
  • Veterans' hospitals, medical care and treatment of veterans.
  • Veterans' measures generally.
  • Vocational rehabilitation and education of veterans.

109th Congress, 2nd Session

http://thomas.loc.gov/cgi-bin/query/z?c109:S.+3421: In late sessions and at the midnight hour, the 109th Congress passed legislation affecting VA benefits and health care.

A few highlights of the new law:

Allows VA to issue regulations for veterans to obtain legal counsel to represent them in VA compensation cases (Title 1, section 101).

Educational requirements and pay notes have been included in this legislation affecting counselors and nurses. (Title 2)

Title 2, Section 203 includes improvements to Mental Health counseling including outpatient services, referrals and tele-counseling.

The new law also grants VA authority to write regulations for VA to guaranty Cooperative Housing loans using VA home loan benefits. (Title 5, section 501, Veterans Benefits, Health Care, and Information Technology Act of 2006).
