The list was begun as the one offered by "The 10 Worst Living Dictators" Parade; New York; Feb 16, 2003; Wallechinsky, David. I've stricken those that are off the list creating an immediate need for editing. Charles Taylor has retired, allowed exile in Niger. Saddam Hussein was deposed by force, of course.
