Like the rest of Oklahoma, the territory of the Second District was originally owned by Native Americans. The Fifth District is described as "heavily Republican."

Republican Ernest Istook was the incumbent U.S. Representative. He stepped down to run for Governor. Mary Fallin replaces him.
