Gutierrez was born in Chicago on December 10, 1953. He graduated from Northeastern Illinois University in 1975 and worked as a teacher, social worker, community activist and city official until his 1986 election as Alderman from the city's 26th ward. [1]

Gutierrez has announced that he will run for reelection to a 9th term in 2008 [2]. Gutierrez had explored running for mayor of Chicago against incumbent Richard M. Daley but announced in November 2006 that he would remain in Congress. He is considered to be a possible candidate in 2011.
