Background

Representative McGovern was born on November 20, 1959, in Worcester, the son of two successful small business owners. [1]

McGovern earned his Bachelor of Arts (1981) and Masters of Public Administration (1984) degrees from The American University, working his way through college by serving as an aide in the office of U.S. Senator George McGovern (D-SD). He went on to manage Senator McGovern's 1984 Presidential campaign in Massachusetts, and delivered his nomination speech during the 1984 Democratic National Convention in San Francisco. [2]

Before his election to Congress, Rep. McGovern spent fourteen years working as a senior aide for the late U.S. Representative John Joseph Moakley (D-South Boston), former dean of the Massachusetts delegation and Chairman of the House Rules Committee. In 1989, McGovern was chosen by Congressman Moakley to lead a congressional investigation into the murders of six Jesuit priests and two lay women in El Salvador. [3]

Rep. Jim McGovern has represented the third district of Massachusetts since 1996 when he upset incumbent Rep. Peter Blute (R-Shrewsbury). McGovern used Blute's close association to former House Speaker Newt Gingrich to his advantage in the heavily Democratic district, running ads asking voters "If you wouldn't vote for Newt, why would you ever vote for Blute?"

A strong supporter of abortion rights, public education, and fair trade, McGovern has also been an active advocate of lifting the Cuba trade embargo. In addition, he is a strong supporter of organized labor and actively supported the United Auto Workers successful organizing drive at Saint-Gobain/Norton Company in 2001.
