Guam is an island in the south Pacific and an incorporated territory of the United States. Persons born there are native-born citizens of the United States. While not a state, it does have an elected, non-voting Territorial Delegate in the U.S. House of Representatives. Residents of Guam, as with residents other incorporated territories, cannot vote in Presidential elections, nor do they have a delegate in the Senate.
