An Executive Order is issued by the President of the United States to guide and organize elements of the Executive Branch of the US Government. The President's powers are enumerated in Article II of the United States Constitution, and he is also bound by Congressional legislation as interpreted by the United States Supreme Court.

All Executive orders and proclamations proposed to be issued by the President are reviewed by the Office of Legal Counsel for form and legality.
