Democrat Ed Pastor Represents the Fourth in the U.S. House of Representatives (hw)

The Fourth District includes Phoenix Sky Harbor Airport, the State Capitol, Phoenix City Hall, the Heard Museum of American Indian art and culture, Mystery Castle and shopping complexes, including the Arizona Center and Desert Sky Mall.

Unfortunately the Fourth District is also inside the jurisdiction of perhaps the most infamous elected sheriff in the nation, conservative populist Joe Arpaio (cw), that of Maricopa County. Arpaio is known for originating the now common re-introduction of striped prisoner uniforms (with pink underwear for the men), bringing back chain-gangs, his tent-city jail (in the Arizona summer heat), his extensive use of auxilliary deputies (the 'posse'), and more recently, his heavy-duty enforcement of the laws regarding illegal immigrants.
