The incumbent was Republican House Majority Leader Tom DeLay, who resigned from office late in the electoral process (after filing deadlines had passed) amid ethics charges. Democrat Nick Lampson won the seat in the 2006 general election. The district, which trends heavily Republican, will be hotly contested in 2008. Lampson's win is mainly based on the fact that Texas law required that Sekula-Gibbs could only be a write-in candidate; that she got 42% of the vote indicates how weak Lampson's win was.

Lampson served four terms in Congress before losing his seat in DeLay's 2004 redistricting scheme and was seeking electoral revenge. After Jack Abramoff plead guilty to bribery charges, DeLay's public support collapsed. Stockman is a former Republican Congressman and running as an independent.
