Thomas M. Pappas

Col. Thomas M. Pappas, an Army intelligence officer, was the Commander of the 205th MI Brigade and the Commander of FOB Abu Ghraib (BCCF) during the time when torture of prisoners was occuring. According to the Taguba report, he held these positions from 19 November 2003 until Transfer of Authority (TOA) on 6 February 2004.

On January 11, 2006, the Washington Post reported that he accepted immunity from prosecution and was ordered to testify at upcoming courts-martial, possibly including that of Maj. Gen. Geoffrey D. Miller.
