From dKosopedia

Thomas C. Dorr is a Republican farm manager from Iowa. During the 2000 Presidential election campaign, he was a major Republican fundraiser and a Bush Pioneer. Later, he received a recess appointment to that position, and was eventually confirmed by the full Senate.
