State and Local Excise Taxes

State and local governments, like the federal government impose a wide variety of excise taxes. State gas taxes and state taxes on tobacco attract the most attention. State gas taxes are largely levied to pay for roads. State tobacco taxes are largely imposed to discourage smoking. Both are, of course, regressive.
