Philip J. Kellam

Phillip J. Kellam is a Democrat from Virginia. He ran for Congress in the 2nd District, but lost to the incumbent, see Virginia U.S. House election, 2006.

He was first elected Virginia Beach's Commissioner of the Revenue in 1997.
