The limited quotations of the President do not provide the whole story. The Mission that was Accomplished was that of a US Navy Aircraft Carrier. The speech in no way implies that the military action in Iraq is finished - to the contrary, it has been described at the time as a "long slog" by the Secy of Defense who has been effective in providing information to the people despite the goofy questions asked by the people entrusted with that duty.

The description you provide - together with the picture of the President in flight gear - scared the pants off the Democrats and their response was to ridicule the praise given to servicemen as a Photo Op.

Bush never should have been put off by the Dems - He should have visited every returning unit, displayed a Mission Accomplished banner (with the name of the unit whose mission was so ably accomplished) and moved on instead of standing still.
