The district encompasses the eastern tiers of counties in Kansas, excluding the Kansas City-area counties of Johnson, Wyandotte, and part of Douglas. The main population centers are Leavenworth and Topeka.

Incumbent Republican Jim Ryun was the 2004 incumbent. He was defeated for the 110th Congress by Democrat Nancy Boyda (cw) in the 2006 election.
