James Tobin

James Tobin was President George W. Bush's campaign chairman in New England in the Election of 2004.

Tobin was charged in a New Hampshire federal court with four felonies. He is accused of conspiring with a state GOP official and a GOP consultant in Virginia to jam Democratic and labor union get-out-the-vote phone banks in November 2002. He was found guilty of three charges, but acquitted of a more serious charge of conspiring to deprive New Hampshire residents their right to vote.

Tobin, at the time Regional Director for the Republican National Committee, paid a telephone firm to repeatedly make calls and overwhelm phone banks in New Hampshire, preventing Democrats from getting their voters out to the polls in 2002 on Election Day. Republican Senator John Sununu won a very close race in New Hampshire; many observers make the inference that phone fraud played an important role in deciding this race.

The Republican National Committee paid close to a million dollars to help Tobin, who claimed he was innocent. Charles McGee, however, is a Republican who pled guilty and went to ask Tobin for help with the plan.

Tobin now faces up to five years in federal prison and a fine of up to $250,000. According to the Bangor Daily News, the prosecutor, Andrew Levchuk, said that Tobin was facing "nowhere near" the maximum sentence under the federal sentencing guidelines.

New Hampshire Democrats are still pursuing a civil lawsuit, in which they hope will expose knowledge or approval of the scheme by GOP officials higher than Tobin.
