Jack W. Harper is the second term Republican State Senator from the 4th District of Arizona.

Erratic Behavior?
Harper's appearance in the Maricopa County Treasurer's office holding handwritten papers that he called "motions" which entitled him to inspect ballots from the 2004 Republican primary election in District 20 drew a sharp rebuke from Maricopa County Attorney Andrew Thomas, who wrote that Harper was "engaging in a series of bizarre and erratic actions," that "cast serious doubts on his fitness to serve as a committee chairman and to possess the subpoena and police powers attendant to that position."
