The article needs to reflect the question of whether two factors mentioned (at least implicitly) are interrelated.
- Adequacy of information about the potential for more powerful and/or more frequent and/or newly occurring hurricanes
- Adequacy of the dissemination and evaluation of changed (and unchanged) hurricane threat information persuant to an adequate system of crisis management.
It is almost perfectly clear on the face of it that both of these factors are going to be present in any case. The best thing we could expect is that both components be minimized.
