House Daily Summary

Overview

On the heels of the success of the Democrats’ “100 Hours” agenda, the House had a very quick and clean day of legislating. Over the weekend, we will be taking a look back on what H.R. 1 – H.R. 6 means for you and what its chances of surviving the Senate and veto test are.

The House began its day at 10:00 A.M. with a prayer from the Reverend Daniel Coughlin. There were no adjournments until the House concluded business at 12 P.M. House Page Board Revision Act of 2007 (H.R. 475) Passes 416-0 (Roll Call No. 42) | Text of H.R. 475

Path to Action

H.R. 475 was introduced by Rep. Dale Kildee (D-MI) on January 16, 2007. It was submitted with 2 co-sponsors. Pursuant to a motion on January 18, 2007 by Rep. James McGovern (D-MA), the House began consideration of H.R. 475 at 10:28 A.M. Thirty minutes of debate, split between majority and minority, continued until 11:17 A.M., when a final vote was called for. H.R. 475 passed by a vote of 416-0.

Legislative Analysis

H.R. 475 is an overhaul of the page and the page board system. As you may recall, the page system became a major issue when it was revealed that Rep. Mark Foley (R-FL) had carried inappropriate relations with current and former pages.

The bill establishes a new page board that consists of an equal number of members from both parties. It also will include a member who represents the parents of current pages and a member who will represent former pages. These new members will be appointed to the board for a one-year term.

It authorizes the reimbursement of travel expenses for members of the board. For example, if the parent who represents current pages has to travel from Florida to Washington D.C. for board meetings, her flight and hotel stay will be paid for by Congress.

It also requires that the board meet on a regular basis, but leaves the establishment of a schedule up to the Speaker of the House and the House Minority Leader.

Political Analysis

This legislation passed the House without a single member of the minority opposing it. After the embarrassment of the Republican-controlled House Ethics panel rebuking their own members, the minority caucus really doesn’t want to get into a battle over this even if they had a policy dispute.

Other Actions

H.Con.Res. 38 is a joint resolution that authorizes the President of the United States to address Congress and deliver the State of the Union. It was approved by unanimous consent.

Note: This area's structure and format are still in development. The above header text will become a link to a culled and consolidated portions congressional record of the committees of the House that had activity on the date this page is about. This blurb here will also eventually have a format on how to link to the relevant committee articles in the Congressional Committees Project. I envision that the portions of the congressional record that will be at this link (formated similar to the floor portions of the record would be a also utilized (and with luck, maintained by those signing up for the various committees by that project.
