Flat Tax

There are serious problems with instituting a national sales tax or "flat tax" which amounts to a consumption tax to replace the current income tax. As one Brookings Institution researcher explains, a national sales tax would have to have a 26% tax rate, and a flat tax with certain transaction provisions would have to have a 31% tax rate. Moreover, both would be regressive and would have few growth effects.
