Try to use the full name of a page in the first link, then abbreviate it thereafter. When you define a term that has an abbreviation, redirect to the full name using the same name (if applicable)) of that concept in Wikipedia (really, do you want to try to invent new names for half a million concepts?).

Then use text like this to make clear that the redirect means the longer term:

'''UN High Commission for Refugees''' (''[[abbreviate]]d '''UNHCR''''')
'''US Federal Emergency Management Agency''' (''[[abbreviate]]d '''FEMA''' in the US'')

Abbreviate the United States as US and the United Nations as UN without periods, i.e. "U.S." or "U.N.", for now. This may change.
