Obviously, it's easier for the media to digest if there is one version of the letter.

What is our strategy for - publicity safety/careers/motivating participants

At some point the officers have to make a personal decision. What's right for the individual?

What are the real goals of this project? Is this an appropriat and worth-the-risks strategy for reaching those goals?

Goal: get Congress to hold formal hearings on whether President Bush has taken power beyond that authorized by the Constitution and the law.
