Under the leadership of Chairwomen Nydia Velazquez (D-NY), On May 10, 2007 the full house passed legislation HR 1873, the Small Business Fairness in Contracting Act. On a vote of 409 to 13.

This legislation highlights and increases the ability for small business to have access to federal contracting opportunities. A key element of the bill was the increase of the "required goal" amount of federal procurement dollars available to small business. The goal was increase from 23 to 30%.
