Preventive, not pre-emptive

A pre-emptive war fends off an imminent attack from an enemy. A preventive war prevents the enemy from gaining the ability to attack. Because Iraq was never shown to have the ability to attack the US, the war on Iraq was preventive, not pre-emptive.
