• Outlook: This district has a 50.7% Democratic performance, and in 2004, the incumbent only got 55% against an underfunded opponent. In addition, Hayes promised to vote against CAFTA, but then cast the tie-breaking vote in favor - a decision that cost his district over 4000 jobs.
