The Subcommittee is responsible for authorizing legislation for the Office of National Drug Control Policy and its programs as well as general oversight for all U.S. government drug control efforts (including international and interdiction programs, law enforcement, and prevention and treatment initiatives). It also has oversight jurisdiction for several cabinet departments, including the Department of Justice, certain activities of the Department of Health and Human Services, the Department of Education, the Department of Commerce, and other agencies including the White House Office of Faith-Based and Community Initiatives and the federal court system, accounting for approximately 70 percent of the federal budget.

In addition to its ongoing work on drug policy matters, the Subcommittee has most recently completed an intensive review of U.S. border agencies and policies and the impact of enhanced homeland security requirements on federal law enforcement. In 2002, the subcommittee released a comprehensive 100-page report on our nation’s border security, the first ever such report issued by a congressional committee.

Dec. 7, 2006 Davis Applauds House Passage of National Drug Control Policy Office Reauthorization

The U.S. House of Representatives today overwhelmingly approved H.R. 6344, the "Office of National Drug Control Policy (ONDCP) Reauthorization Ac of 2006," legislation introduced by Criminal Justice Subcommittee Chairman Mark Souder (R-Ind.) and Chairman Tom Davis (R-Va.) that reauthorizes ONDCP as the lead agency in the fight against illegal drug use.

ONDCP advises the President on national and international drug-control policies and strategies, certifies budget requests for federal drug-control agencies and works to ensure the effective coordination of drug programs. The legislation makes ONCDCP more efficient by reducing outdated reporting and structural requirements required by current law. The bill also improves ONDCP and its programs by enhancing effectiveness and accountability in drug treatment and requiring greater diligence in addressing our nation’s methamphetamine epidemic.
