The U.S. House Committee on International Relations, Subcommittee on Africa, Global Human Rights, and International Operations (also known as the House International Relations Africa, Human Rights and International Ops Committee, is a subcommittee of the House Foreign Affairs Committee that is in charge of bills and investigations related to the foreign affairs of the United States. It is currently chaired by Rep. Christopher H. Smith of New Jersey.

It should also be noted that the organization and rules of the Committee and its various subcommittees--like that of all Committees in the House--is subject to change at the beginning of each Congress and often reflects the priorities of the majority party. For example, the regional subcommittee on Africa has in the most recent Congresses included the jurisdiction for human rights and international operations. That may or may not be the case with the new Congress in January 2007.
Jurisdiction
The following is taken directly from the Subcommittee's website and reflects the jurisdiction for the 109th Congress:
The House International Relations Subcommittee on Africa, Global Human Rights and International Operations shall have jurisdiction over the following within its respective region:
- Matters affecting the political relations between the United States and other countries and regions, including resolutions or other legislative measures directed to such relations.
- Legislation with respect to disaster assistance outside the Foreign Assistance Act, boundary issues, and international claims.
- Legislation with respect to region or country specific loans or other financial relations outside the Foreign Assistance Act.
- Resolutions of disapproval under section 36(b) of the Arms Export Control Act, with respect to foreign military sales.
- Legislation and oversight regarding human rights practices in particular countries.
- Oversight of regional lending institutions
- Oversight of matters related to the regional activities of the United Nations, of its affiliated agencies, and of other multilateral institutions.
- Identification and development of options for meeting future problems and issues relating to U.S. interests in the region.
- Base rights and other facilities access agreements and regional security pacts.
- Oversight of matters relating to parliamentary conferences and exchanges involving the region.
- Concurrent oversight jurisdiction with respect to matters assigned to the functional subcommittees insofar as they may affect the region.
- Oversight of all foreign assistance activities affecting the region.
- Such other matters as the Chairman of the Full Committee may determine.
In addition to its regional jurisdiction, responsibility for oversight of, and (to the degree applicable to matters outside the Foreign Assistance Act, the Arms Export Control Act, the Export Administration Act, and the provision of foreign assistance) legislation pertaining to implementation of the Universal Declaration of Human Rights, and other matters relating to internationally-recognized human rights, including sanctions legislation aimed at the promotion of human rights and democracy generally; the Department of State and related agency operations; the diplomatic service; foreign buildings; parliamentary conferences and exchanges; and, the American Red Cross; oversight of international population planning and child survival activities; the United Nations, its affiliated agencies and other international organizations, including assessed and voluntary contributions to such organizations; international broadcasting; and, public diplomacy, including international communication, information policy, international education, and cultural programs.
