Fred Hemmings, a member of the Republican Party, was a member of the Hawaii State Senate of the Hawaii State Legislature since his election there in 2000. Sen. Hemmings retired from the legislature in 2010. Sen. Hemmings represented the 25th senatorial district. The 25th district includes the Kailua, Lanikai, Waimanalo and Hawaii Kai areas of the island of Oahu. Previously he was a member of the Hawaii House of Representatives from 1984 through 1990.

Sen. Fred Hemmings has a poor environmental voting record according to past Legislative Environmental Scorecards done by the Sierra Club.

Hemmings also has a poor gay-rights voting record. In 2003, he voted against adding "gender identity or expression" to the state's hate crimes law. Hawaii's existing hate crimes law covers race, religion, disability, ethnicity, national origin and sexual orientation, providing authority to give longer sentences if a crime is committed because of hostility based on any of the covered characteristics. In 2004, he voted against a measure that would make it illegal for real-estate agents or landlords to discriminate against potential home buyers or renters based on sexual orientation. During the 2005 legislative session, Hemmings, along with all other Republican senators, voted against bills that would prohibit Hawaii's landlords and employers from discriminating against gays, lesbians or transsexuals. Hemmings was born on January 9, 1946 in Honolulu. Hemmings is a graduate of Kaimuki High School. In January 1965, he became the youngest person to win the Makaha Senior Men’s International Surfing Championship. In 1968, he won the World Surfing Champion in Puerto Rico. Hemmings was inducted into the International Surfing Hall of Fame in 1991.
