Extending safe-harbor deadline

The "safe-harbor" deadline is the date by which a recount must be complete. The December 12 deadline played a major role in Bush v. Gore. Ned Foley of Moritz College of Law argues that the deadlines should be extended. Otherwise, audits and recounts are worthless.
