Fletcher was a physician and Air Force pilot before entering politics. He has served as a state legislator, and U.S. Representative from the 6th District.
In May 2006, he was indicted on three misdemeanor charges of conspiracy, official misconduct and political discrimination, along with several of his aides. On August 24, 2006, he agreed to a plea bargain with the State's Attorney General Gregory D. Stumbo, in which he admitted violatin hiring laws, but avoided prosecution (Bluegrass Report blog).
Fletcher's administration has experienced very high staff turnover: "... Personnel Cabinet Secretary Erwin Roberts, Commerce Secretary Jim Host, Health Secretary James Holsinger and former Chief of Staff Daniel Groves have all left, and Fletcher has also had five communications directors."1 In addition, his Lt. Gov. Stephen B. Pence declined to run for re-election.
He and his wife Glenna have two children and four grandchildren.
