New Jersey Districts and Subdivisions

Counties

Traditionally, each of New Jersey counties were governed by an elected council called the "Board of Chosen Freholders", "Board of Freeholders" or simply "Freeholders" for short). The closest thing to an executive was the Freeholder Director, chosen by the Board from among its members to act as a first among equals. Most of the counties retain that form of government, while some of the larger counties now also elect a County Executive, who shares power the the Board of Freeholders. Union County has only the Freeholders, but uses the title "Chairman" instead of "Director".
