Bill Owens

Bill Owens, a Republican, was elected Governor of Colorado in 1998 and re-elected in 2002. He was born in Fort Worth, Texas in 1950 and attended Stephen F. Austin State University and the University of Texas, where he received a M.P.A. degree.

Due to term limits Owens cannot run for re-election. Owens was once considered a possible 2008 Presidential candidate due to his popularity with both the religious-right and anti-tax wings of the Republican Party in Colorado. He has since alienated both of these groups due to his separation from his wife Frances (although the two have since reconciled) and his support of Referenda C and D, a compromise between Owens and the Democratic-controlled state legislature which would reform Colorado's so-called Taxpayers' Bill of Rights.
