Articles of Confederation

The Articles of Confederation were drafted in 1777 by the same continental congress that had recently passed the Declaration of Independence and were meant to bind the 13 colonies into a loose alliance. The draft was adopted on March 1, 1781.

Purpose

The articles were designed with a fundamental concept in mind: The Federal Government should be very weak. A nearly neutered Congress of representatives were selected by the individual colonies with only the abilities to conduct foreign affairs, declare war and maintain the Army and Navy. They were not empowered, however, to regulate commerce between the states, collect taxes or enforce laws.
